Julie Bowman Mitchell, JD
Julie Bowman Mitchell, JD is an equity partner with Hagwood & Tipton Law Firm, PC. Mrs. Mitchell holds a Masters degree in Health Law (LLM Health Law). As an attorney whose primary focus is healthcare law, Mrs. Mitchell’s practice encompasses such matters as: Medicare and Medicaid payment issues, corporate compliance, CON law, healthcare fraud and abuse, provider and physician contracts, healthcare corporate matters, hospital law, DMEPOS matters, licensure and certification, HIPAA, nursing home law, and healthcare integration. She is named to Best Lawyers in Health Law.
Sabrena McCarley, MBA-SL, OTR/L, CLIPP, RAC-CT, QCP, FAOTA, RAC-CTA
Sabrena McCarley is a licensed occupational therapist and recognized industry leader with extensive expertise in clinical reimbursement, regulatory affairs, and operational management within post-acute care settings. As the Vice President of Clinical Reimbursement and Regulatory Affairs at Transitional Care Management, she leads initiatives to optimize reimbursement strategies, ensure regulatory compliance, and develop innovative programs that enhance care delivery and financial outcomes. She also mentors interdisciplinary teams, providing training and support to drive excellence in clinical and operational performance.

McCarley is a published author on topics such as advocacy, reimbursement, and smart technology for aging in place. She frequently serves as a guest faculty speaker at colleges, universities, and conferences at the state, national, and international levels. Actively involved with the American Occupational Therapy Association, she also holds leadership roles with The National Association of Rehabilitation Providers and Agencies, serving as Secretary and Chair of the Government Affairs Committee.
